The cleanliness and quality of our local environment influences people’s views on the overall performance of their local council. Research shows that standards can often be improved by using existing resources more effectively. Improving the skills of all staff involved in local environmental services is fundamental to achieving this objective. The Government is also committed to improving the skills of, and opportunities available to, those working in the public sector.

With improved skills comes increased efficiency, and better delivery of public services.

The Department for the Environment, Food and Rural Affairs (DEFRA) commissioned ENCAMS to do a review of challenges to the delivery of local environmental management services, and this report identified five key skills challenges:

1. Systematic monitoring and service management

To help set effective strategies.

2. Overcoming impediments to service delivery

Ensure all internal and external strategies and contracts provide the most efficient and effective delivery of services. Identify any current problems and prevent them from reoccurring.

3. Adapting services to social and economic change

High-performing authorities empower their frontline staff. By knowing your customers, their individual needs, and observing and adapting to changes in demands for service, you will make the best use of your budget.

4. Staff training and motivation

Investing in a skilled and motivated workforce in the short-term will ensure an increased quality of service delivery in the long-term.

5. Targeted communication, campaigning and enforcement

Ensure that your services, campaigns and communications are carefully tailored to meet the different needs of people who live in the areas you serve.

Addressing these challenges needs input from everyone at every level
